The Cambridge St Andrew the Less 1891 census index covers that one enumeration district. Cambridge, as with most large towns or cities is broken down into many areas for census taking, this is just one part of the city. If you do not find the person you are looking for then they could be elsewhere in the city or just elsewhere.
